I think the Runner never had his own comic or appered in a team comic.

Well you changed the rules so he can only appear in the team comics or someone Else's comics.

he is an available choice, except if someone proves that he is right now part of a team or that right now has a comic series

this is in current status, like for example Deathstroke had his own comic, but he doesn't have it now so that you can use it, the same goes in this thread for marvel characters

luke cage... he doesn't have his own comic, and yet he is in marvels top 10 heroes for 2007... he's pretty cool at the moment and he isn't in every comic that comes out. i would of also said iron fist but his role in new avengers is really just pointless, immortal iron fist is great but in the new avengers he's just another face to fill the team.
