A diabolical criminal uses a group of people with paranormal powers to bring about - for the purpose of blackmail - a variety of disasters , such as at nuclear accidents or attacks to military aircraft and U.S. Navy battleships . This is the same individual who , in 1968 , caused the notorious blackout in New York . Martin Mystere is involved in the investigation to defeat the criminal, along with a parapsychologist and Chris Tower, an old friend who has become an important intelligence head.
