Radu is a "mad scientist turned despot" at large in the Microverse.
During Minimum Carnage, Radu is the one who initially sent the Microns to the Macroverse in order to free Carnage from imprisonment and lead him to the Prometheus Pit (in order to enter the Microverse). His goal was to use the "Corrupters" (the symbiotes), Carnage and Venom to become god of the Microverse. At the beginning, his plan was to clone the two of them in order to make an army which could then destroy the entire plane, leaving him in charge. Things did not turn out the way he had planned. Carnage and Venom both escaped and Radu became little more than a wanted fugitive.
