She came into power after Nick Fury disgrace from the Secret War. Maria was elected into the Directorate position after the powers that be realized that Maria's allegiances did not belong to Fury, but to SHIELD.
She has very little respect from the Super-human community, many reasons, such as trying to prohibit the Avengers reforming, and blackmailing Wonder Man to work for SHIELD.. She is adamantly in support of the Super-human Registration Act, nearly forcing Captain America into the Resistance.
Maria's alliegences lie more towards the United States, than to the international community as SHIELD is supposed to.
Later she passed the mantle of leadership to Tony Stark, also known as Iron Man after realizing she was not the right person for the job.
