Has it ever been said why she has limited magic skills when it comes to being on earth?

The younger sister of Colossus. Illyana Rasputin is a mutant teleporter, a sorceress, and the ruler of Limbo, who is currently a member of Storm's team of mutants residing in the "Jean Grey Institute for Higher Learning".
Why is she so weak on earth?
because her sorcery is tied to Limbo? idk. She was doing damage on earth in Infernus... so maaaaybe that's been ...
I think only her dark sorcery is tied to limbo but she was able to do white magic on earth as well; she was able to send her astral projection (I really hope she does it again in New Mutants vol. 3) even on earth and can summon her Soulsword. Her white magic became twisted because of the effect from the dark side of her soul.
She can still cast some strong spells on Earth. She managed to construct magical wards protecting Dani from the Demon Bear. She preferred not to resort to magic as it speeded up the transformation into Darkchilde. Therefore it was just easy for her to open teleportation stepping discs to bring demons to Earth to do her dirty work.
Her powers are tied to a realm. It's the same as Hell Lords that are weaker outside of their realms. ... [more]
Pixelized and 244 are right--her magic is much stronger in Limbo because that's where the magical energies she draws from generally come from. There were suggestions early on when she first joined the New Mutants that she CAN use much stronger magic on Earth than she usually does (such as the wards xerox-kitty mentioned)--and don't forget, her soulsword and armor were created through magic, and they're pretty impressive even on Earth.
She was probably a lot stronger during X-Infernus (unless the writer just forgot, which is possible) because she wasn't Illyana, but the Darkchilde. During the original Magik limited series and the Inferno storyline (including some of the lead-up issues) we see her getting stronger the more she gives in to her Darkchilde nature.
It depends on whether she is giving in to the darkness that has manifested inside of her soul. Her magic is limited, but nonetheless powerful on Earth. However, when she is attuned with the evil forces associated with the magical arts that she has mastered, she can utilize magic much more effectively on Earth. Unfortunately, she risks losing a little of her humanity each time she cuts loose with dark sorcery. Her powers are, however, still limited. She derives them primarily from the realm of Limbo. We'll have to wait and see how powerful she is in the third volume of New Mutants. As it stands, she is not truly Illyana Rasputin at all, but a mystical construct, with all signs point to her being every bit as powerful as her pre- Inferno incarnation.
