Are all people, theoretically following comic book physics (hah), born with the ability to use magic and they just need to learn how to use it or do you have to be born special?  
 
I mean, it would make sense that everyone was born with the ability. Just look at the Runaways or Dr. Doom. But it just seems that it gives everyone that opening. 
 
So, just in theory, even people like Beast or Wolverine could become magic users if they learned. And nobody wants that, right?
 
I was having a debate with one of my friends and I'm just a little curious.

The Runaways? Do you mean Nico?
Her parents are dark wizards, so she was born with the ability to cast spells. Not any of the other Runaways.
 
Her Staff, (the old staff of one) however, is magical, but anybody can use it. You don't have to have magical powers to use the Staff. It's like a Genie, it grants wishes for everyone.

I did mean Nico from Runaways, but I also meant the fact that the Staff of One can be used by anyone.

I think certain people are predisposed to it, like a talent.  Not everyone can be a doctor or an engineer or a professional basketball player.  There's a state of mind to magic, I suppose, that not everyone can reach.

I don't know about the Dc Universe, But i know that Doctor strange has stated that every living organism Has the capability to perform magic, But the amount of natural talent varies from individual to individual.

I agree to..... in  DC  there are a seperate branch of humanity called homo magi and all have the capacity for magic on the genetic level. Some examples include Zatanna and archon i think...

i think Magic is like an Inborn ability where ones who can use it have that kind of special talent or like having the ability to see ghosts

Good question, I would have thought you would have had to of been born with the ability myself.
