He used to be such a goofball "villain" almost not even worth the term. His powers were more annoying than dangerous, and he was pretty much just a clown.

But ever since his old matchup against the Ghost Rider, he's gotten downright Terrifying. Such as his appearance in that wolverine series, and now as a demonic-aligned villain. He's legitimately terrifying, even moreso because his outward appearance is still campy. He's kind of like the Joker now.

Hmm, you do have a point.

It's possible that he has obfuscating insanity, it could also be possible that he's easily swayed by others, or just inconsistent writing. Perhaps all of the above, considering his character.
