Depending on the usage, Heart can be very powerful. There are various SPBs whose power is solely empathy and many more who have it among other powers and use it very effectively. I don't really remember how it was used in Captain Planet, but enough people are empaths for me to think the powers is at least a little useful. Then there are characters like the Star Sapphire Corps that are all about love(heart), but in a different way. And if it's compassion and not love, there's a corp for that too. And there's also characters like Captain America that win more battles on heart (and spirit) than with anything else.
