MArvel and DC have many similar characters and some based off of the others characters. Does DC comics have a Living Triibunal?

Not exactly, I think the nearest would be the Spectre, but I'm not sure.

Makes sense since he is the sum of gods wrath to up hold Justice, but he just doesn't seem as powerful.

I think without a host, may be the spectre is as powerful though.

I'd say Monitor or Anti-Monitor, the only two omniversal characters in DC.  Unless, of course, you count the Endless.

Black Canary and Siryn 
both are scream queens, have a superhero parent and both fight crime.
 
Catwoman and Black Cat
obviously, let's see; cat fetish, thieves, tight costume, likes black and to fall in love the hero.

the spectre, he is a judge just like the LT. doesn't have as much power as LT though because his power fluctuates and the LT's doesn't

I'd say Spectre serves that role even though he is far less consistent in his showings and isn't close to the same place as the living tribunal on the power scale of his universe

I think the closes answer to a DC counter part of the Living Tribunal would have to be the Spectre, if not him then both lucifer and Michael.
