It's not that insane. If Superman is dead, Luthor has the potential to do good on a ridiculous level. Read Red Son, and read what he did in there. The average human life span was 800 years, there was no need for sleep. AIDS, cancer, HIV, the common cold, the flu, and most, if not all diseases had been wiped out. He may of been doing it to prove that he's the perfect human or whatever.. but he did an amazing amount of good. So it's not that bad.

Circumstances and context is important,Luthor has the money,the connection etc.He singlehandedly remade Gotham after the earthquake,his crimes were pinned on to his own clone.Infact i was dissapointed when he was kicked out.

Not really if you ask me,he hired Bane to keep the freaks in check which made Luthor properties the safest and NML was instrumental in making him the President.
