And people also think that Two-Face was black in Batman: TAS. He was Italian. They even wanted Al Paccino to do the voice, but he turned it down.

His design was inspired by Telly Savalas and his features are meant to be suggestively Greek.  You can hear Timm and others talk about it in the commentary tracks of the Superman cartoon.

I dont have a problem with characters like nick fury who cant make up their mind. But i dont think luthor has ever been potrayed as black before.

We're talking about Superman TAS Luthor here, not comic book Luthor. And in DCAU the skin tones of African Americans varied too. And I'm not a troll, mate.
