No, I don't think he's black.
And people also think that Two-Face was black in Batman: TAS. He was Italian. They even wanted Al Paccino to do the voice, but he turned it down.
His design was inspired by Telly Savalas and his features are meant to be suggestively Greek. You can hear Timm and others talk about it in the commentary tracks of the Superman cartoon.

On Her Majesty's Secret Service is Timm's favourite James Bond film for some unthinkable reason, and Telly Savalas' Blofeld was the inspiration for STAS' Lex Luthor's appearance.

@ganon15: Yeah, I learned that above. I remember way back (14-15 years ago when I was a wee SquireRise) thinking something like "That's nice to see racial diversity in this modern version of Lex Luthor compared to the Super Friend's rendition". I was an advanced five year old.

An actual black guy from the show is shown in post 32 with a completely different skin tone. Do you understand now, or are you a troll?

We're talking about Superman TAS Luthor here, not comic book Luthor. And in DCAU the skin tones of African Americans varied too. And I'm not a troll, mate.

Standing next to that black guy, yeah, Luthor does look very black. But in general he usually looks like Billy Zane.

Due to Lex Luthor's pronounced lips and tanned skin, several fans mistakingly thought he was African-American. This is due to the Telly Savalas inspiration for his look - the reason for which is that producer Bruce Timm thought of Clancy Brown's take on Luthor as a "cultured thug", the same way he saw Savalas' Blofeld in On Her Majesty's Secret Service (Timm's favorite Bond film). Sometimes, the animated Luthor is portrayed as being distinctly darker than the people around him, and sometimes (like the shot in "A Little Piece of Home" where Luthor literally puts his face right into Superman's) his skin color is exactly the same as everybody else. Timm is rumored to quip that his Lex Luthor must "tan easily."
