    Origin

Formed during an alien invasion of Earth, the Licensed Extra-Governmental Interstellar Operatives Network (L.E.G.I.O.N.) is a heroic peacekeeping force protecting planets that subscribe to its service. The brilliant Coluan, Vril Dox II (son of Brainiac), founded L.E.G.I.O.N. after he and its original core members escaped from the Starlag prison camp.

    Creation

L.E.G.I.O.N. was created by Alan Grant and Barry Kitson.

    Organizational Structure
    Organizational Structure

The original team were all prisoners who banded together under the leadership of Vril Dox II to escape. These prisoners would be the founding members of the L.E.G.I.O.N.. The rapid run of early successes for the group has lured several high paying clients and attracted new members.

It became apparent that the organization had grown too large and became too much for one person to handle after L.E.G.I.O.N. almost fell at the hands of Mr. G'odd and his manipulative daughter, Ig'nea. Vril Dox II approved of a complete restructuring of the organization that delegated specific jobs to different prominent members within the L.E.G.I.O.N. roster.

Brainiac Working For the Computer Tyrants of Colu

On their first mission, Vril Dox II and his companions set their sights on Dox's home world of Colu with the hopes of liberating it from the domineering grip of the ruling computer tyrants. Most of Dox's group are reluctant to take part in what they saw as a personal matter between Colu and Vril Dox II. Brainiac, Vril Dox II's father, was a willing slave of the computer tyrants and so he hates him for it. He hates the computer tyrants even more because they are subjugating his people. Vril Dox II and his crew were able to seemingly destroy the computer tyrants and free the Coluans from their mental influence. The computer tyrants did not die though. They manage to transfer their artificial intelligence into a humanoid form that is orbiting the planet in a pod. This new life form, known as Starr, would scheme against L.E.G.I.O.N. and be their principal enemy early on.

    Lobo Joins L.E.G.I.O.N.

Garryn Bek Faints At the Sight of Lobo

It is around this time that the group will encounter Lobo. After Garryn Bek unwittingly hits one of Lobo's precious Space Dolphins, Lobo tracks Bek to his location and attempts to kill him. Before Lobo can do the deed, Vril Dox II makes Lobo an offer that he cannot refuse. In exchange for protecting and feeding Lobo's pack of Space Dolphins, Lobo would serve Vril Dox II and he is also not allowed to kill Garryn Bek or Lyrissa Mallor.

    Cairn and the Drug Lords

    Assault on Kanis-Biz Estate
    Assault on Kanis-Biz Estate

After Colu is free from their artificial captors, Vril Dox II and his group leave Colu and travel to the vile planet of Cairn, the galaxy's drug world. Vril Dox II organizes a takeover of the Cairnian police force and manages to oust all of the planetary drug lords from power. After establishing himself as chief of police, Vril Dox II begins to transform this police force into a interplanetary police force that would become known as L.E.G.I.O.N.. Their base of operations would be the police headquarters themselves and L.E.G.I.O.N. would offer their services to any planets with deep enough pockets to pay for the protection contract. When a contract is made, L.E.G.I.O.N. would establish a presence on the particular planet and would protect it and enforce the law.

    Dagon-Ra

    Dagon-Ra's Crushing Demise
    Dagon-Ra's Crushing Demise

The next enemy that L.E.G.I.O.N. would have to face is the space pirate, Dagon-Ra. L.E.G.I.O.N. is a fairly new organization so the defeat of this infamous space pirate would skyrocket their credibility and more planets would subscribe to their services. Vril Dox II sends Lobo to join Dagon-Ra's ranks so he can kill him ahead of the L.E.G.I.O.N. attack fleet. Lobo pretends to have had a falling out with L.E.G.I.O.N. and Dox. He would go on to meet Lady Quark, Captain Comet, and Telepath while trying to learn how exactly he will kill Dagon-Ra. Lobo is unable to kill Dagon-Ra before the L.E.G.I.O.N. fleet arrives. A battle ensues and just when it looks like Dagon-Ra will kill Vril Dox II, a momentary lapse of concentration allows Lady Quark and Lobo to overpower him and defeat him. An argument occurs on whether or not to kill Dagon-Ra but this argument ends when a boulder falls on Dagon-Ra and crushes him to death.

Starr and the Death of Lyrissa Mallor

With the death of Dagon-Ra, the popularity and credibility of L.E.G.I.O.N. is at an all time high. Recruits mass at the doors of L.E.G.I.O.N. headquarters and Vril Dox II starts to implement an application and screening procress on new recruits. Lyrissa Mallor is Vril Dox II's second in command and also head of day to day operations. New members arrive around this time including: Lady Quark, Telepath, Captain Comet, and Garv.

    Lydea Attacks Lyrissa
    Lydea Attacks Lyrissa

What none of the L.E.G.I.O.N. members is aware of is that Starr, the Computer Tyrants of Colu in humanoid form, travels to Talok VIII; the homeworld of Lyrissa Mallor. Starr gets a hold of Lyrissa's baby daughter and puts her through a series of pain induced torture devices. While subjecting the baby to pain, he has an artifical version of Lyrissa Mallor stand watch over the baby so that the baby will blame her mother for the pain it endures. Starr accelerates the aging process and now Lydea Darkstar is a full grown woman. He sends Lydea on an assassination mission to kill her mother. Lydea manages to infiltrate L.E.G.I.O.N. headquarters, using powers similar to her mother, and she kills Lyrissa. All of L.E.G.I.O.N. mourns the death of perhaps their greatest member. A memorial is made in her name and all new recruits are taken to it so that they can see the face of one of the greatest founding members of L.E.G.I.O.N.

    Starr
    Starr

Telepath delves into the mind of Lydea while she is held captive and discovers that she was brainwashed by a "Giant Green Man". Vril Dox II immediately understands this to be Starr and the Computer Tyrants of Colu. Vril Dox II sends Garryn Bek and Marij'n Bek (who have been granted powers by the Emerald Eye of Ekron) as well as Lady Quark to Talok VIII to attack Starr. Strata, Phase, Lobo, and Vril Dox II eventually also go to join the fight. Vril Dox II quickly constructs a device to combat Starr's power while they are enroute to the fight. While Starr is distracted in battle against Phase, Vril Dox II uses the device on Starr which causes his power to go nova and he explodes and dies.

    The Khundian Empire

    Lobo-Style Escape
    Lobo-Style Escape

With the death of Lyrissa Mallor quickly becoming a memory, Vril Dox II leads his L.E.G.I.O.N. on an offensive against the Khunds who are allegedly in the process of building a doomsday device (the size of a small planet) capable of destroying whole planets. This device would upset the balance of power in the galaxy and would threaten the lives and freedoms of countless civilizations.

Slight Problem on the Scientist Front, Boss Man!

L.E.G.I.O.N. steals a Khund vessel and attempt to either destroy or retrieve the doomsday device. Lady Quark and Garryn Bek lead the assault against the doomsday ship while the other members land via escape pods on the surface and engage in hand-to-hand combat. Phase and Telepath steal the blueprints and plans to the doomsday device while Lobo frees the captive scientist who was helping to build the device. Almost the whole group is surrounded and all hope seems lost until Lobo arrives with a ship and helps them escape. The doomsday device exploded as the L.E.G.I.O.N. group escapes.

Vril Dox II and the Dominators

With the defeat of the Khunds and the Doomsday blueprints in the hands of Vril Dox II, the Dominators are forced to agree to terms with L.E.G.I.O.N.. With the blueprints in the hands of L.E.G.I.O.N., Vril Dox II has effectively ended the chance that the Khunds and Dominators, in their war against one another, would involve anymore free, neutral worlds. The secret that Vril Dox II kept from everyone is that the doomsday device could never have worked because it is a flawed design.

    Stealth Pregnant

    Lyrl Dox is Born!
    Lyrl Dox is Born!

Not much, if any, is known about Stealth early on. She even views herself as mysterious and not fully understanding her own nature. When Stealth is in heat, she becomes very violent and is looking for a mate. She finds Vril Dox II and has sex with him against his own will. Stealth becomes impregnated and returns back to her normal self. She tells Vril Dox II that she is pregnant but she is fearful of what he will do with her baby. In order to keep the baby away from Vril Dox II, Stealth leaves L.E.G.I.O.N. secretly and finds a secluded planet to give birth on. After a long grueling labor, Stealth gives birth to Lyrl Dox. She decides to return to L.E.G.I.O.N. but keeps her baby hidden from Vril Dox II.

    New Recruits

    The New Recruits
    The New Recruits

It is around this time in L.E.G.I.O.N.'s history that they received an influx of notable recruits. These recruits included: Bertron Diib, Darius, Amon Hakk, Zena Moonstruk, Ig'nea, Borb Borbb, Davroth Catto, and Lydea Mallor. All recruits went through an evaluation by Strata to demonstrate their skills and value to L.E.G.I.O.N. The recruits were sent on their first mission, to a moon orbiting Alroz, to arrest a biker gang. They were largely successful although they used an excessive amount of force than was required. When L.E.G.I.O.N. nearly disbanded during the events evolving G'odd, the new recruits attempted to start up a hero for hire business that ultimately failed to pick up any business.

    Maximilian G'odd

    Ig'nea and Maximilian G'odd
    Ig'nea and Maximilian G'odd

G'odd had manage to infiltrate L.E.G.I.O.N. by inserting someone loyal to him within the ranks of the new recruits. The infiltrator was actually G'odd's daughter, Ig'nea. G'odd had a plan to destroy L.E.G.I.O.N. which included killing Lobo, the most powerful L.E.G.I.O.N. member. Ig'nea used her powers to seduce Vril Dox while Ice Man fought and defeated Lobo, burying him under a thousand tons of rock.

    Phase Leads the Assault
    Phase Leads the Assault

While under the influence of Ig'nea's manipulative powers, Vril Dox disbanded L.E.G.I.O.N. and called it a failure. Anarchy and violence swept the galaxy as L.E.G.I.O.N. troops began to abandon their posts. The key L.E.G.I.O.N. members struggled hard to keep L.E.G.I.O.N. running. They discovered that G'odd was behind everything and that Ig'nea was his daughter and was working for him all along. L.E.G.I.O.N. converged on G'odd's home while Vril Dox discovered he had been manipulated by Ig'nea and her unique power. Vril Dox confronted G'odd and tied him down so that he would trials for his crimes. G'odd's pet, Rebel, broke out of its cage and killed its master. L.E.G.I.O.N. managed to win the battle while Ig'nea escaped the clutches of an angry Vril Dox.

    Arga-Prime

A rebellion on Arga-Prime forced L.E.G.I.O.N. to become involved. The governing body had requested L.E.G.I.O.N. to send additional troops to quell the insurrection. L.E.G.I.O.N. forces managed to escape an ambush but Amon Hakk was captured by the rebels. Vril Dox II learned that there was racial discord on Agra-Prime based on eye pigmentation. The ruling race had no eye pigmentation while the rebels did. Vril Dox II sent the new recruits to capture the Grand Council of Arga-Prime. Disgusted by the possibility of losing control of their planet, the Grand Council released a virus into the oceans that would kill everyone during the next rainfall.

    Evacuation: Arga-Prime
    Evacuation: Arga-Prime

A massive evacuation was underway to save as many people as they can before the rain came. L.E.G.I.O.N. requested the aid of a thousand worlds while Garryn Bek enlisted the help of Green Lantern. L.E.G.I.O.N. and its allies managed to save the populace from the deadly rainfalls that made Arga-Prime uninhabitable. The refugees were transported to Cairn which was to become their new home.

    Ig'nea G'odd

In an attempt to curb the increase of slave trade, Amon Hakk and Stealth went undercover. Amon Hakk pretended to be a slave trader and Stealth was his slave. After a deal is struck, L.E.G.I.O.N. troops raided the building but not before Stealth is escorted aboard a slave trade vessel. Stealth and the other slaves were transported to a distant world where it is revealed that the slave trader that bought Stealth was actually Ig'nea G'odd.

Stealth, Ig'nea G'odd, and baby Lyrl Dox
Stealth, Ig'nea G'odd, and baby Lyrl Dox

Ig'nea was able to trick Stealth into revealing the location of her and Vril Dox II's baby, Lyrl Dox. Using the baby as a bargaining chip in order to get her hands on Vril Dox II, Ig'nea hoped to gain vengeance for the death of her father. Vril Dox II was not going to give himself up that easily and a L.E.G.I.O.N. strike force was assembled. While a battle unfolded outside, Vril Dox II managed to infiltrate the stronghold and free Stealth. Stealth killed Ig'nea's pet, Rebel, by pulling its throat out. Vril Dox II chased after Ig'nea but she managed to escape.

    A Groovy Flashback
    A Groovy Flashback

In a stand alone story, a tale of L.E.G.I.O.N. is told with a very psychedelic, '60s twist. The Loving and Extremely Groovy Inhabitants Of Newtopia (L.E.G.I.O.N.) is run by the laid back, psychedelic hippy, Dox. Their mission is to stop Starr, who is a complete drag, from spreading his potent drug LSD-13. He plans on spreading LSD-13 by using the blast from a nearby star, Jimorrison, that is about to go nova. L.E.G.I.O.N. manages to foil his plan long enough for Jimorrison to go nova, killing everyone in a mindblowing explosion.

    R.E.B.E.L.S

L.E.G.I.O.N. continued its success until Dox's malevolent son Lyrl usurped control. Several members formed a rival team, R.E.B.E.L.S., to restore L.E.G.I.O.N.'s good name. Vril Dox returned as L.E.G.I.O.N.'s leader in time for the Rann - Thanagar War.

    L.E.G.I.O.N. Headquarters

L.E.G.I.O.N. establishes planetary headquarters on every planet under the subscription of their service and protection. None is more prominent than the main headquarters on Cairn.

    Cairn

L.E.G.I.O.N. headquarters is a converted police headquarters in Zalman City, Cairn. This was the location of the original coup by Lobo and Vril Dox II to take over the police force.

    Training Yard

    Training Yard
    Training Yard

Features several acrobatic equipment including: a balance beam, trampoline, and pull-up bars. First appeared in L.E.G.I.O.N. #10 when Lobo fought Vril Dox II. The training yard is also one of Phase's favorite locations within headquarters and she can often be found running within its confines. The training yard also features a gallery above which is used by L.E.G.I.O.N. members to hang out around when not on duty and sometimes to watch the sparring matches below.

    Balcony

    Lyrissa and Vril Dox II
    Lyrissa and Vril Dox II

Most private officer quarters as well as offices have balconies that hang off the side of the L.E.G.I.O.N. headquarters. These are often used by the main cast as a place to contemplate and be alone. When a member is troubled they often find themselves here. It is serene, quiet, and overlooks Zalman City. Stealth uses the balcony to help make a decision on what to do with her baby when it is born.

Lyrissa Mallor uses the balcony to contemplate decisions she has made while second in command. Vril Dox II appears and tells her that she will remain second in command and head of day-to-day L.E.G.I.O.N. operations because she did a terrific job.

    Canteen

    The Canteen
    The Canteen

The Canteen is the mess hall within L.E.G.I.O.N. headquarters. It caters to the tastes of all life forms in the L.E.G.I.O.N. ranks. Strata comments that although it is good food, it is often overpriced. Her and Garv joke that Vril Dox II makes more money from Canteen profits than profits made with planetary protection contracts.

    Medi-Lab and Infirmary

    Strata and Lyrissa Mallor
    Strata and Lyrissa Mallor

The infirmary is originally run by Marij'n Bek. It is the place where L.E.G.I.O.N. members heal up after tough battles. Every L.E.G.I.O.N. member at some point in time has required the services of the infirmary. This is also where Lyrissa Mallor is on life support when she dies. The Medi-Lab is where Marij'n Bel spends most of her time doing research.

    Docking Bay

    Phase, Cezyl, and Lobo
    Phase, Cezyl, and Lobo

The Docking Bay is where L.E.G.I.O.N. houses its vessels. A near fatal accident causes Phase to rethink docking procedures. Previously, there were two seperate individuals to handle traffic in and out of the docking bay. Phase consolidated these two positions and left L.E.G.I.O.N. member Cezyl in control of traffic both in and out of the docking bay.

L.E.G.I.O.N. headquarters on the planet Enballinn is a slightly run down operation with the quality of weapons and personnel lacking. This planet, and its L.E.G.I.O.N. police force, came under the spotlight when Vril Dox II sent Strata and a team to investigate the death of a L.E.G.I.O.N. members daughter.

    L.E.G.I.O.N. Vehicles

    Planetary Vessels

These vessels have appeared throughout the entirety of the L.E.G.I.O.N. series. They are not capable of leaving the planet's atmosphere but they are the preferred mode of transportation while on the surface.

    Hover Car
    Hover Car

First appears in L.E.G.I.O.N. #9 when Lyrissa Mallor drives away from headquarters on official business. This vehicle is used exclusively on Cairn to transport L.E.G.I.O.N. officials and off-world officials around key locations. This vessel is purely for diplomatic missions and has no fighting capabilities.

    Hover Craft
    Hover Craft

This hover vessel is used quite often when L.E.G.I.O.N. needs to parade around cities to garner public support. It was also used on Arga-Prime then the recruits attempted to sooth the panicking populace.

    Interplanetary Vessels

These are perhaps the most common L.E.G.I.O.N. vessels of them all. There are an assortment of interplanetary vessels that vary in purpose based on size, speed, weapons capability.

    Bombers
    Bombers

This vessel first appears in L.E.G.I.O.N. #9. They are deployed by L.E.G.I.O.N. to destroy drug farms used by farmers reluctant to dispose of their product. They are single-engine, low altitude bombers that carry large payloads. These vessels have not been deployed often but they are quite powerful.

    Garryn Bek's Vessel
    Garryn Bek's Vessel

This vessel first appears in L.E.G.I.O.N. #11 and is used by L.E.G.I.O.N. officials to travel to and from planets under their jurisdiction. It is also used to travel to planets that want to join the protection services of L.E.G.I.O.N. This vessel is used when it transports Garryn Bek and crew to planet Rishta. Before they can reach their destination, they encounter an explorer class vessel with no life signs on board. Upon investigating the ship, Garryn finds the Emerald Eye of Ekron.

    Strata's Vessel
    Strata's Vessel

This vessel makes an appearance in L.E.G.I.O.N. #40 when Strata and her team were investigating a death on the planet Enballinn. It is run on a massive engine that generates a large amount of thrust.

    Personnel Transports

    Personnel Transports
    Personnel Transports

These particular vessels first appear in L.E.G.I.O.N. #17 during the massing of troops against Dagon-Ra. They are large, bulky vessels capable of carrying a large number of troops.

    Command Vessels

    Dox's Personal Ship
    Dox's Personal Ship

This vessel also first appears in L.E.G.I.O.N. #17 as the command vessel of Vril Dox II. It features a massive viewing window so that Vril Dox II can view the entire battlefield and make command decisions. It is a modest, smaller vessel as compared to the other vessels in the fleet. Dox would begin to favor the larger vessels as L.E.G.I.O.N. grew in strength.

    Command Cruiser
    Command Cruiser

This vessel first appears in L.E.G.I.O.N. #44. It is a massive, cruiser class command vessel that is large enough to be considered a mobile L.E.G.I.O.N. headquarters. This vessel houses a small medi-lab where Marij'n Bek and Vril Dox II worked tirelessly to develop a vaccine for the virus that was about to hit Arga-Prime. It is capable of long distance transmissions as seen when Phase uses it to contact all the L.E.G.I.O.N. sponsored worlds.
