In addition, Nemesis tried killing the personas wholesale, which caused his mind to produce the personality that caused AOX. Apparently his subconscious doesn't like having his personas culled. So I think they've just resigned themselves to the fact that they can't get rid of his personalities and taken measures to rein them in instead.

That seems wrong, remember the whole point of Moira was that Legion couldnt cope with the ego deaths which then spawned AOX. It was said in either AOX 5 or 6
