Waylon Jones was born with a genetic mutation giving him a reptile's skin, sharp claws, and teeth; due to genetic atavism. Croc became a circus wrestler who would rise to conquer the Gotham Mob racket only then to become one of Batman's most physically imposing rogues.
I don't think so, in a story about him a few years back they show a flash back of him as a kid. They show him under the care of his white aunt, so unless it's a mixed race family then he's most likely white.

I don't think Croc is black. Or white. I think he was born with reptilian skin. He could have just gotten it at a very young age, but I've never seen him pre-mutation. Never seen his parents either.

Well, yes he's sort of reptilian, but that doesn't mean he isn't black or white. Using Marvel's Tombstone as an example, he's still considered African-American despite being albino. Same kind of deal with Killer Croc. It's a skin condition that, as is typical with comics, got a little out of hand. But YES, Killer Croc IS African-American.
