For John Tensen there is no gray only the evil that man do and the good that comes from punishing this evil.
When the New Universe imprint was created, the concept was that of a world just like ours, until the White Event gives some people superpowers. The original writers of Justice didn't get the memo, due in part to backstage politics, budget squabbles, and other shenanigens. Instead they created a Justice Knight from a magical universe, who could sense Eevil.
So the old writers got the can, and new ones set about patching up Justice with retcon duct tape. Now his "magical realm" was said to be a shared hallucination caused by a telepathic Paranormal, and Justice was an undercover cop who became Paranormal, went a little bonkers and became the Justice Killer, going after Paranormals who abused their powers.
After the series ended, a new version of Tensen appeared in the 2099 continuity, as an extradimensional amnesiac called the Net Prophet. This version had eye-beams and teleporting powers.
Newuniversal
The Newuniversal Justice is again a cop named John Tensen, who awoke from a coma after the White Event. Able to see the past of anyone he looks at and create solid-light structures as blades or shields, he has become The Justice, enforcer for the Newuniversal Web. He is even more unbalanced and murderous than the New Universe Justice.
