I think it could go either way  , but form the look of it's  base off the last issue of shield and magog i think  JSA

If it was the original Shield who started out in WWII and like Cap was kept suspended yes, but not thos johnny come lately ( don't get me wrong I love the character, he just doesn't have the history or links to it to be JSA)
