I have long been suspicious of the overt association between the JLA and a single nation state manifested in its very title
True, its Marvel Universe counterparts such as the Avengers or FF are US based or predominantly American (whether by birth or naturalization pace the Black Widow, Quicksilver , the Scarlet Witch and others) but they at least prefer to style themselves "Earth's Mightiest Heroes"( when the FF was formed, in their first issue they pledged themselves to work for the good of not just America or even the West but humanity as a whole; given that the Cold War was an issue back in 1961, this was an act of rare broadmindedness on the part of Stan Lee and Jack Kirby).
True some of its members such as Hawkman,Aquaman or Wonder Woman are strictly speaking not US citizens but most of them are. What would happen if a superhero from a country which is NOT on good or friendly terms with the US such as( say, Putin's Russia , Venezuela, Cuba or North Korea) wanted to join the JLA or even wanted to work with a JLA member?
Is the JLA subject to affirmation action laws( as the Avengers are)? Can they (either as individuals or a group) operate in countries that are NOT on friendly terms with the US)?
Do they have security clearance( Batman may, but I'm not certain about say, the Martian Manhunter)?
