Zatanna because she magic support and most members dont know how to understand it or dealing with it.
But
Black Canary has been Chairwoman of JLA, voice of reason and a skillset almost similiar to Batman and she knows how to deal with Batman´s sh_t inside or outside of missions.

Black Canary due to her long history with the team. Though Zatanna is important when it comes to the supernatural side of the DCU which is pretty big part of the universe.

@rustyroy: Not saying none should be. Saying I took the question wrong the first time I took it as "Who is the 2nd most important" rather then "Who should be" which is more based on preference, still picked based upon the latter though.
Yeah I based my answers on 'who is'rather than 'who I think should be/prefer' too that's why I added three more. Gonna add one more although I think its too late for her - Hawk Girl(Shayera Hol)
