Who deserves to join the justice League?

Which superhero, who has never been a member of Justice League, do you think in your own personal opinion deserves to join the Justice League?

I feel like everyone who deserved to be on the Justice League have already been on the justice league

@Funrush: Technically Starfire was a member of the Justice League. It wasn't for long but it happened:

She was only a member from Justice League of America (volume 2) 41 to 43. Cyborg was even on the League before the New 52. Just not as a founding member but as a hero who became worthy of being a member after years of character development and proving himself. He wasn't on that team long though.

@Funrush: Kory, Babs, and Buddy have been on the League. Tempest was an honorary member and Red Robin was a member of Justice League Task Force

The Trinity making up the base of it all and then GL, Flash, and Aquaman. Personally I find Cyborg random and pointless to put in.

The next best being Black Canary, Green Arrow, Captain Marvel...i dunno im not very good at listing -_-

I think that the Atom should be on the team. He's one of the most underrated characters in my opinion.

Phantom Lady is the ONLY one. Look her up. She's been awesome since the Golden Age, and DC got the rights to her a while back...

People have already mentioned that both Starfire and Animal Man have been Justice League members in the Past. Barbara Gordon was also a member of Grant Morrison's JLA as Oracle. Granted this was in a information/technology back-up capacity, but she was a member. That's why Prometheus went after her in Grant's final arc.
