The Justice League is said to be comprised of "The Worlds Greatest Superheroes". The current incarnation of the League bares resemblance to the original pre-Crisis Justice League of America but features updated versions of its cast of characters for the DC Universe's New 52 continuity.
@Funrush: Technically Starfire was a member of the Justice League. It wasn't for long but it happened:
She was only a member from Justice League of America (volume 2) 41 to 43. Cyborg was even on the League before the New 52. Just not as a founding member but as a hero who became worthy of being a member after years of character development and proving himself. He wasn't on that team long though.
Why do people keep naming characters who have been on the League before when the op clearly states that it want characters wo have never been a member before?
People have already mentioned that both Starfire and Animal Man have been Justice League members in the Past. Barbara Gordon was also a member of Grant Morrison's JLA as Oracle. Granted this was in a information/technology back-up capacity, but she was a member. That's why Prometheus went after her in Grant's final arc.
