He's Batman's arch-nemesis so he ads popularity.

And sometimes writers portray him as a genius. So he's kind of got that Batman factor of he is just an average human physically but writers have him accomplish these highly improbable things.

He wasn't in the Legion of Doom. He was in the Injustice Gang :P

He wasn't apart of the Legion as far as I remember. Scarecrow and Riddler were the Bat rogues

He doesn't have to contribute anything but if you don't invite the Joker to play, there's going to be hell to pay.
