I believe it's the Legion of Superheroes that had the rule about power duplication. There is a famous(ish) cover of Superboy being rejected because his powers were too ordinary.
The premise of the Justice League was just to get the big names in.
I would go with Zatanna too and she was a part of the League in the seventies and eighties and was created four years after the League.

In need of a new secure headquarters, the Justice League moved into an orbiting "satellite" headquarters in Justice League of America #78 (February 1970). Through this period, the membership was limited to the seven founders along with Green Arrow, Atom, Hawkman, Black Canary, Phantom Stranger, Elongated Man, and Red Tornado. The League's twelve-member limit (sometimes explained as a "no duplication of powers" policy) was conceded (in Justice League of America #161) to have been simply a charter provision about numbers, once the League had formally removed the limitation and admitted Hawkwoman and hoped to admit more members. (Indeed, through this period, several League members challenged and joked about the notion that they shared skills and talents, for example, with speed races between Superman and Flash, and Hawkman's use of archery in combat.) The policy change allowed Zatanna and Firestorm to be admitted as well.
I only mentioned it because this is supposed to be at that moment in history, I know the rule doesn't exist anymore (At least I think so)
Hmmm, my wikipedia sense is tingling.
Since I don't possess those issues and that section of wikipedia doesn't have a single reference, let alone to when their number limit was ever actually called a no power duplication policy, I'll drop the point. Wikipedia's contributer hasn't provided any proof of their claim and I have no way to disprove it. Besides the fact that Hawkwoman was admitted in #146 (according to wikipedia) which means that article is wrong about it being recinded in #161 to allow her in (or there is Hawk musical chairs going on and 161 is the first time they both want in).
Anyway, it's all very confusing and I wish no one bought it up now, since it never happened after Crisis on Infinite Earths retconned it all away.

Colt Python proving why I don't take him seriously. And, Nighthunter, yeah it was a good plot. But Supes don't need to die for the Main Man to enter the roster. In fact, I would prefer the two on the same team, just to see them clash and for everyone to call Lobo out for the dumbass he is. I would love to see Lobo on the Justice League, and the Fantastic Four, and the Snap Crackle Pop Elves. I do not care.
