Plans have been conceived. But that's all they are. Plans. I'm not too confident on the planned-writer though.

Maybe, they flat out came out and said the Avengers was a big reason that they might. They saw how well Marvel's big team movie worked out, and want to replicate the success. Hopefully they do.

Actually I think that a Wonder Woman movie would come after. A Justice League movie is further along the development process than Wonder Woman. Furthermore not every hero needs a lead in movie (see Hulk, Black Widow, and Thor). Wonder Woman may mean a lot to you--but the studios are more interested in Justice League than Wonder Woman (probably because the Wonder Woman comic is outsold by the Batman, Justice League, Superman, Green Lantern, Flash, and Aquaman comics in that order). And the original plan was for Green Lantern to do well and then crossover with Snyder's Superman and a rebooted Batman. All the other heroes would be introduced in the movie. Then they would spin off other heroes from the Justice League film. Which is not a big deal since in the Justice League cartoon, Wonder Woman's origin was in the first episode.

While the original plans didn't work out since Green Lantern was a flop, the Justice League film has been scripted for a while now. A Wonder Woman film is NOT scripted--a writer has been hired though.

@TAneT62: Nothing unfair and not appropriate about releasing their solo movies after the Justice League movies, I agree with @Captain13: assessment of the predicted movies. DC has said they're going to release the solo movies as spin off instead off lead in because their heroes are bigger names than marvel. Which is true. Before Ironman, who knew who Ironman, Thor or Captain America is? Hulk would probably be their biggest name and he was never really that popular. But everyone in the world knows who Superman, Batman, Wonder Woman is. Also GL had a movie, Flash has his own TV series, Aquaman has been being made fun of for the sake of comedy by many shows including Entourage and Big Bang Theory. So people might not know who they really are, but they would probably have seen the characters and know what their outfits are have a rough idea what they do. Which is why there isn't much of a need to lead in the movies, since Marvel did that cos their heroes are not that popular.
One thing about lead in movies is that all of them have to be done really well, if either one of them is bad it'll jeopardize the whole franchise, so its definitely safer to do a Justice League then spin them off into their solo movies, so we're guaranteed both. Then after which it'll depend on their performance and fan support.

If they ever make a JL-movie, they soud make it with second-stringers. It woud be a bad idea with Batman as one of the heroes after the two(soon three)Nolan-movies. They gave us a "realistic" Bats, and it woud be hard to make a movie where he woud team up with the man of steel. And they soud not make another B-man movie the next 5 to 10 years(honestly, I dont want new B-man movies). Beside, it coud be a good idea to raise awareness of the other awesome heroes of the DC-univers. I think Green Arrow, Martian Manhunter, Black Canary, Hawkman(or girl) and Aquaman. Awesome heroes that deserve more interest than they get.

@Shotgun: not yet. someone is hired to do the script for WW. As for Justice League, the script has been worked for few months to a year now.
