I mean do they start as Teen Titas, and then they go to Young Justice?

They have to be established heroes first. Saving the world, or a city or doing some acts of heroism on a regular basis. Than if the Justice League is looking for more members they will recruit them. Being a member of the teenage super hero quad is not a prerequisite.

In the New 52 Cyborg's been monitoring other prospective heroes and sends out the invitaitons.

Obviously sidekicks will have a leg up on the competition. If Nightwing wanted in the Justice League Batman would back him. So if a founding member really likes someone there is a good chance they will get in

They don't invite them. They just get Cyborg to Boom-Tube them to the Justice Leagues' location and the League cry until they agree to join.

FB friend requests and getting tagged on the JL page. Nah, just kidding. Batman probably does something super creepy like showing up in their apartments, hidden in the shadows of the kitchen and threatening them into joining or something
