The Justice League is said to be comprised of "The Worlds Greatest Superheroes". The current incarnation of the League bares resemblance to the original pre-Crisis Justice League of America but features updated versions of its cast of characters for the DC Universe's New 52 continuity.
I agree with most of your choices. Amazo should remain a JLA-As-A-Whole villain in my opinion. Im not fond of Indigo but I guess she could work. I'd probably put Giganta over Silver Swan since She is more well known

indigo , brother blood more of a team villain and amazo would decimate cyborg lol, with indigo he can get her back for shutting him down way back when.

@Death Certificate: Similar to Mr. Orr. Basically, Cyborg tech leads to Amazo or something along those lines. Professor Ivo is a part of the lab where Vic's dad works in the new 52.
@Death Certificate: You need to read the back up material is Justice League issue 4 (or is that 3?) to understand.

@SUNMAN: Vandal Savage since his first appearance in 1943. Solomon Grundy since 1944. Both were villains for Alan Scott, in the forties. And I was really having trouble getting Green Lantern villains that werent just crossover villains, like Nekron or Krona.

Darkseid is a New Gods villain who became a DC Universe villain. He's not a Superman villain because he's in a couple of Superman stories.

He's in a ton of Superman stories, and whenever the Justice League fights him, its pretty clear who is considered his rival. Even the end of the JLA arc was a showdown between Supes and Darkseid. So, so much for that.
I know Cyborg has villains, he couldnt be a comic book character without somebody to fight, but he doesnt have very iconic villains. I thought of Brother Blood as a Teen Titans villain, but if he counts here, id say he is my favorite.
I think people saying "Amazo" for Cyborg or Anti-Monitor for Green Lantern is a little worse then anything ive mentioned here.
