Its the end of an era for the JLA as Aquaman accuses big guns Superman, Batman, Wonder Woman, Flash and Green Lantern of being too busy to be full time members of the team. Aquaman demands a League that will be available to help people "on the ground" rather than an intergallactic police force. Along with existing Leaguers Martian Manhunter, Elongated Man and Zatanna, the sea king begins his search for new team members. 
Enter Gypsy, Steel, Vibe and Vixen. But can these relatively inexperienced heroes really take the place of their predecessors? 


Commander Steel and his grandson, Steel, should not be confused for the same character. Both individuals make appearances in this issue of the second Steel's first appearance. Steel is credited under the name Hank Heywood.

This is a bit of an odd issue. Crash course in plot, after the Mars/Earth War (which I know nothing about), the JLA Satellite was destroyed and the team badly strained. The first part of the issue deals with the turmoil and the disintegration as the League comes down to Aquaman, Zatanna, Martian Manhunter, and Elongated Man.
