Lord Claw, the third Fiatlux leader, takes command of the cult after the defeats of Gravesend and Arsenic, with the aid of his “dragons,” actually genetically altered lizards. Green Arrow, Black Canary and Hawkwoman return from Hellrazer’s dimension with Zatanna to join the other JLA members in attacking Claw’s island base, unaware that Zatanna has been possessed by the demon. Hellrazer emerges from Zatanna’s form and destroys Lord Claw, taking over Fiatlux on his own behalf, but Zatanna fortunately recalls the spell that will transport the demon back to his own world from his use of it during her possession, and uses it to send him back.
On an uncharted Pacific Island, Fiatlux deserters meet their horrific doom. Only two acolytes make it to the shoreline, where they are seized by a pair of dragons. The acolytes are brought before Lord Claw, the Falconer. Aboard their satellite headquarters, the Justice League of America track the last of the stolen Luciferase to Japan. In Perdition, Zatanna opens a portal to the mortal realm, allowing the Justice League of America to escape. The Hawkgirl finds Zatanna's familiarity with Perdition suspicious. The Justice League of America journey to Dragon Keep.
There, they are attacked by Lord Claw's "falcons". The Justice League of America's shuttle is destroyed by one of the dragons. Lord Claw reveals his history. A lifelong interest in animal blood sports led to Lord Claw studying animal gene manipulation. The Fiatlux provided Lord Claw financial backing, allowing Lord Claw to make terrifying advances in his chosen field. Lord Claw created his "falcons", as well as a host of genetically modified horrors, populating the jungles of Dragon Keep. The Justice League of America bring down the "falcons". Lord Claw activates Dragon Keep's defenses.
The entire island comes alive with predatory floral abominations, swarms of poisonous insects, and animal life unlike any that has ever walked the Earth. The dormant volcano on Dragon Keep suddenly erupts. The Justice League of America are barely able to stay alive in the face of such adversity. The Justice League of America walk out of Perdition, and onto Dragon Keep. Zatanna, wielding incredible mystic power, pacifies the whole of Dragon Keep. Hellrazer reveals it's possession of Zatanna. Hellrazer destroys Dragon Keep.
After consuming the last of the Luciferase, Hellrazor incinerates Lord Claw. Hellrazer fully emerges onto the mortal plain. The Justice League of America battles against Hellrazer. Only Zatanna, though, has any real chance of defeating Hellrazer. With the Elongated Man's support, Zatanna calls upon the spells she learned, while possessed by Hellrazer, to open a portal to Perdition. A host of demons drags Hellrazer back to Perdition. In a final act of spite, Hellrazor curses the Justice League of America.
