The Green Arrow records his last adventure with the Justice League of America. After attending a meeting, of the Justice League of America, the Black Canary, and the Green Arrow, returned to Star City. The Green Arrow voiced his growing disinterest in membership in the Justice League of America. A strange explosion drew the Black Canary, and the Green Arrow, to the Star City Museum. The Justice League of America discussed the Green Arrow's behavior. The Black Canary summoned the Justice League of America to the Star City Museum. The Green Arrow had been struck down by a mysterious attacker. The Black Canary fought back, revealing their attacker to be the Star-Tsar. The Black Canary, too, fell to the Star-Tsar, before the villain fled.
The Justice League of America took the Black Canary, and the Green Arrow, to a hospital, for medical aid. There, they were met by their former mascot, Snapper Carr. The Green Arrow lunged at Snapper Carr. While the Flash moved Carr away from the Green Arrow, the Atom, and the Elongated Man, restrained the Green Arrow. Carr revealed that he was no longer the Star-Tsar. The man behind the Star-Tsar's mask was likely Richard Rigel, an astronomer who claimed the ability to steal power from the stars. The Justice League of America split up to cover the entirety of Star City, to search for the Star-Tsar. The Green Arrow, however, having greater familiarity with Star City, discerned where the Star-Tsar was most likely to strike next.
Superman spied the Green Arrow staking out the Star City Stadium. The Star-Tsar attempted to abduct disco singer Donna Winter. The Justice League of America confronted the Star-Tsar. With the League in the way, the Green Arrow couldn't get a clear shot at the Star-Tsar. The Star-Tsar felled the Hawkgirl, the Elongated Man, Superman, and the Flash, before the Green Arrow could get a shot off. The Green Arrow fired a smog arrow at the Star-Tsar, cutting the villain off from the starlight that fueled his powers. Aquaman beat the Star-Tsar into unconsciousness. Deciding that the Justice League of America's methods and mission statement are just too far removed from his own, the Green Arrow resigns from the Justice League of America.
