The Justice League of America storm Sabrina Sultress' penthouse apartment, in response to a distress signal from Firestorm, the Nuclear Man. The Justice League of America are almost immediately attacked by a fire elemental. While the Batman, and the Black Canary, distract the flaming creature, Zatanna mystically cages it. A quick search of the premises reveals Sultress' ownership, but no trace of Firestorm, the Nuclear Man. A security guard opens the apartment to Cliff Carmichael, Doreen Day, and Cal Remington. Not immediately recognizing the Justice League of America, the security guard draws his weapon on them.
The Green Arron disarms the security guard. Day explains their presence. Remington's brother, Roscoe, last seen in Sultress' company, had gone missing. The group, along with Ronald Raymond, was investigating Roscoe's disappearance, when Raymond disappeared. Unbeknownst to Day, Raymond is Firestorm, the Nuclear Man. Day confirms that Firestorm, the Nuclear Man, was seen entering Sultress' apartment. Zatanna interrogates the fire elemental. The flaming behemoth opts for suicide, rather than reveal information. Zatanna, however, is able to trace Firestorm, the Nuclear Man to a discotheque called "Hell On Wheels".
The Green Arrow balks at such a banal venue being a hub for supernatural activity. The Green Arrow is struck down by steel mannikins. The disco dancers transform into steel mannikins and attack the Justice League of America. Zatanna reveals Sultress, and her prisoner, Firestorm, the Nuclear Man. Sultress commands her forces to concentrate on slaying Zatanna, who is the only real threat to Sultress. With Zatanna's help, Firestorm, the Nuclear Man, is able to free himself from bondage. Firestorm, the Nuclear Man, transforms the steel mannikins back into disco dancers.
The Red Tornado apprehends Sultress. Zatanna exorcises the demon occupying Sultress' body. Sultress, in tears, offers her gratitude to the Justice League of America. The Justice League of America congratulate Firestorm, the Nuclear Man, on his performance, in his first case with the team. The Green Arrow seems less than enthused, prompting the Red Tornado to fear the Green Arrow's future with the League. Unnoticed by all, a sinister smile flashes across Sultress' face.
