In a world where humanity shuns and fears the superpowered, only Ten metahumans have fully revealed themselves. But after a failed attempt at stopping a nuclear meltdown (only to be averted by a mysterious presence), the Ten go into hiding. One half seeks to hide, the other half seeks to gain their rightful place as rulers of humanity.

No Rules and Not Very Original 0

"No Rules To Follow" is one of two Justice League annuals done under the Elseworlds annual in 1994. The book itself features an idea which is presented fairly repeatedly in comics: a world where superhumans are feared for their abilities and shunned.
