In X-Men #102 Wolverine tries to use his claws to penetrate Juggernaut's armor-and fails miserably/ Given that Wolverine's claws(and indeed entire skeleton) are laced with adamantium (said to be the strongest substance forged by man- with the exeception of Captain America's shield)- this begs the obvious question: what gives?
I have a theory for this paradox. Adamantium is the strongest substance on Earth but being that Juggernaut is a creature of magic, his armor is of a subject either as strong or even stronger than adamantium itself hence it cannot be penetrated by any substance other than its own(whatever it is).
