The Joker, Clown Prince of Crime, is Batman's arch-nemesis. An agent of chaos known for his malicious plots, wacky gadgets and insidious smile, he has caused Batman more suffering than any other villain he has ever faced. His origin, name, and true motivations remain a mystery.
I remember reading some where that the removal of Joker's face was originally part of a story that Tony Daniel was planning. Obviously, that story never materialized. Scott Snyder said at one point that when it was decided that he would take on the return of the Joker he had to incorporate Tony Daniel's story into his.
@Bulk88: That gives me some hope. I didn't really like the idea but decided to with hold judgement till I saw where it was going. But this bit of information gives me hope Joker will eventually get his face reattached or it will grow back.

I'm sure it won't be permanent, much like the scars and permanent smile from the fake Batman shooting him in the face way back in Batman and Son and the lab coat from Black Hand. Although, it would be refreshing for some change in the character to really stick.
That first arc of Detective comics clearly was trying to set up for something but the closest we've gotten to that was in Catwoman with Selina fighting the daughter of Dollmaker. I'd be interested in hearing what the original idea was but I guess Snyder has to give some sort of reason for it.
@Z3RO180: Perhaps it is a mock parody of Batman's 'late '80s-'90s M.O. - "the mask is my true identity, my true face". The first wave of "Death of the Family" comics seem to imply that Joker intends to make a farce of his most defining moments for his reintroduction into the New52. Joker likely still retains his meta-awareness, and making a statement about the past continuity makes for a great way to move forward.
