The Joker, Clown Prince of Crime, is Batman's arch-nemesis. An agent of chaos known for his malicious plots, wacky gadgets and insidious smile, he has caused Batman more suffering than any other villain he has ever faced. His origin, name, and true motivations remain a mystery.
Best villain ever: Joker or Lex Luthor?
I like the Joker, he's badass. But Lex is on another level. Anyone crazy bastard can do what the Joker does. Only Lex can manipulate his way into the Presidency. (and yes, I know about the Emperor Joker arc)

Lex is less rude, yes. But only in logical schemes. Mr J is another thing. Anyone crazy bastard? Really, you think he's only a demented bastard? He's:
A comedian. Don't forget he's a theatrical dandy.
A chemist. Laughing gas & Joker Venom, so on, and so on.
He isn't all, all, all ,ALL bad. He has a good part, but he can't express it, because in his twisted logic he doesn't know how.
Lex is a baddie, but hey, Mistah J rocks.

Lex is good but the Joker is the best and whin lex was the President he and the United States declares war on the Joker during "Last Laugh". Only one man can go to war with all of America and that the Joker.
