A very psycological point of view but no I do believe the man is truly insane due to the fact that his actions lack moral restraint of any kind and that he seems to do them more for pleasure than for any other reason his greatest pleasure lies in the chaos he creates not in profit or monotery gain.

But ya know... mine...er.. our J hasn't got only razor-cards, Smilex, mortal joy buzzers, and acid-squirt flowers. He has his mind. His mind is his most powerful 'gadget'. So, I don't think that even a high intelligent guy like Joker can ACT insane. It's impossible. Hey... could you be sane if you see yourself in a mirror and find yourself looking at a grinning, green-haired, white-skinned freak?
