    The book opens with us discovering that General Eiling has transfered his Brain from his cancerous body and into that of the Shaggy Man. Unfortunately, Batman and Huntress, have to face him, with their only powerhouse being Plastic Man.

    Back on the streets of the city, the JLA has been taken down except for Superman who lands in front of the army and the Ultramarine Corps. He makes a plea with them just to listen, and to contact General Eiling so they can find out for themselves that he is unfit for command. When they do, the JLA and Ultra Marines attack the general, much to Batmans dismay.
