While very cool, I believe that Jiraiya was the victim of plot. I believe Jiraiya should had easily won that fight, here are a few scenarios.
1. Against the first three, Ma could had bound Summoning Pein with her tongue while Jiraiya kicked Fat Pein and grabbed Blind Pein. Jiraiya could had then killed Summoning Pein while Pa blasted a hole in Blind Pein's head with his water technique, and then Jiraiya could had finished off Fat Pein.
2. Why didn't Jiraiya use Toad Mouth Binding? It required Itachi's potentially most powerful jutsu to escape, and those three didn't display any real offensive jutsus.
3. The above two strategies wouldn't work so well against all six Peins, however I have a solution. Jiraiya could had summoned any number of Gamaken-level toads, 2 or 3, whatever. This would had forced the 6 Peins to break formation and Jiraiya could had picked them off. This should work fine even without an arm, and although Jiraiya was limited in jutsus after the ambush, Ma and Pa are still capable of jutsus.
4. Against six, taijutsu would had been much harder (especially without an arm) but it would had been much easier to use ninjutsu since Fat Pein can't possibly protect 5 as easily as he could protect 2.
