Jesse is the second Liberty Belle, the daughter of the original. She was once the super-fast superhero known as Jesse Quick.
Jesse Chambers (Jesse Quick/Liberty Belle) was recruited as a member of The Titans in Titans Secret Files #1 (1999). She is a member of the Justice Society of America but has lost some of her former powers. A full powered Liberty Belle can project pulses of powerful sonic vibrations from her hands.
