Jason Todd was the second Robin, until he was brutally murdered by the Joker. After he was resurrected, Jason learned Batman didn't avenge his death. Anguished and seeking vengeance, he initially turned against his mentor and father figure and took on the Clown Prince's former identity: the Red Hood. He eventually returned to the Bat-Family and assembled a team of anti-heroes known as the Outlaws.

Creeper killed a lot of people while Alfred was in charge. Geo-Force killed the villain Veritas in the final issue of the previous volume, im pretty sure Katana killed a person or two. Shift killed Indigo. Looker killed Stake. im sure there have been other occasions as well.
Batman running a team doesn't equate to it being impossible for it to share similarities with The Outsiders. They both have a similar method of teams that live and operate on the fringes of the Superhero world, possible outcasts that aren't worthy to be seen on the Justice League.
