A curious observation:
A good number of DC fans paid good money through a pay-line to see Jason Todd die. Since the editorial process has decided that is it okay for him to come back to life, shouldn't everyone who voted in favor of his death get their money back?

Jason Todd was the second Robin, until he was brutally murdered by the Joker. After he was resurrected, Jason learned Batman didn't avenge his death. Anguished and seeking vengeance, he initially turned against his mentor and father figure and took on the Clown Prince's former identity: the Red Hood. He eventually returned to the Bat-Family and assembled a team of anti-heroes known as the Outlaws.

They voted to have the character killed; DC never said they'd keep him that way.Besides, they kept him in the ground for nearly two decades, so I think the fans got their money's worth.
Playing along for a minute, I can't imagine this would be worth anyone's time; either the lawyer silly enough to take on a class action suit like that, or the callers who kept telephone bills for so long that they can prove they made the call and decide they want their dollar back! Why do I imagine there's some sad fanboy (now fan-middle aged man) out there who kept his phone bill to prove he killed Jason Todd? Probably because it's true!

Overall, it is very sleezy and honestly bad storytelling to bring back Jason Todd but from a purely legal standpoint, everybody who hated Jason is just out a dollar.
I've heard the story of the one computer-enthusiast who set his modem on a repeating auto-dial cycle in order to put in as many votes as possible in a single month's time. He'd probably be owed more than one dollar.
