Jason Todd was the second Robin, until he was brutally murdered by the Joker. After he was resurrected, Jason learned Batman didn't avenge his death. Anguished and seeking vengeance, he initially turned against his mentor and father figure and took on the Clown Prince's former identity: the Red Hood. He eventually returned to the Bat-Family and assembled a team of anti-heroes known as the Outlaws.
Thats a good point I never thought of that, but in my head it seems that since his ressurection was a result of reality warping, things were changed so that he never truly died and the memory loss was simply a side-affect. . .

He SHOULD HAVE, as the rings can and will 'kill' its 'living' users. Somehow, good ole' Geoffery forgot that Jason was dead, as with Kilowog, Arisia, and maybe Sinestro, counting his hologram as his body for his one 'death'. Yes, even things mimicking death, such as Superman's 'death', wherein his vitals were just severely lowered, count as death points for our lord and savior Nekron.
Somehow, Buddy Baker was more deserving of the ring, and he's barely relevant. My guess was that he was at the right place at the VERY wrong time.
