Jason Todd was the second Robin, until he was brutally murdered by the Joker. After he was resurrected, Jason learned Batman didn't avenge his death. Anguished and seeking vengeance, he initially turned against his mentor and father figure and took on the Clown Prince's former identity: the Red Hood. He eventually returned to the Bat-Family and assembled a team of anti-heroes known as the Outlaws.
@daredevil21134: I was under the assumption that the costume was intentionally ridiculous, as if Jason was playing the overcompensating, jilted would-be lover to Dick's chosen one.

@entropy_aegis: See I would believe you on the whole Morrison trying to perfect the Red Hood. And I'm sure that was his goal. But to be honest every writer that writes Jason with the exception of Winick has little or no idea what the hell they are doing. They don't keep his sarcastic I'm better than you attitude that Winick gave him. He might make like a few remarks but that's it. They do however do a great job of making him look like he's the damn Joker. Which bugs the hell out of me. I love the Joker. but only the Joker should be able to act well like the Joker. Jason isn't a mentally unstable character. The other writers after Winick did that to make the character "Theirs" and that angers me.
