As the person above me said, this is mainly a story told from Dugan's point of view. Dugan doesn't like the way that Stark is managing S.H.I.E.L.D.

A terrorist attack happens for like two pannels and that's all the action you get.
I think this issue is a great jumping on point for anyone considering giving Iron Man a chance.
