Ichabod was known to look the other way for some, such case in Hansel's when he went through the country and Europe on witch-hunt trials, killing inoccent people. After the witch-hunts, he also arranged for Hansel to see his sister Gretel, which would prove to be a bad mistake. As in a fit of rage from knowing his sister was training under Frau Totenkinder, he broke her neck by hitting her with a chair. Its believed Ichabod knew this but never told for various reasons. He did send Bigby as serious strategy to get Jack Horner, who had gone throughout the Old West robbing and pillaging, also killing people recklessly.
The former Deputy Mayor lost his job after he sexually harassed Snow White and embezzled government funds. He spent his years hiding through Europe then recently France, which was where Cinderella found him. Using her wits and mostly femme wilds, she tricked Ichabod into coming to Paris, and believing she was a spy for the Emperor from the Homelands. After Cinderella exposed him as a likely traitor, Bigby executed him in Paris by bashing him in the head with a headless statue of Napoleon Bonaparte.
