Hunkir is the royal leader of the Plykatzin quadrant. He bartered the physical existence of his entire people for a piece of the Gleambody. This piece transformed his daughter Skooka into a Skyrider.
Hunkir himself was also a Skyrider. It is not explained how this happened, for in all other cases only one being near a piece of the Silver Surfer was transformed. His power was removed along with all the others by Vartu's Blackbody.
Notes
I believe that it was accidental that Hunkir was a Skyrider. The writers and artists had to create many new characters for this storyline and somehow must have lost track of who was who. Technically, he should have been erased from existence from his deal for the piece of the Surfer.
