Is Ultimate Hulk weaker then Earth-616 Hulk
Not really. Ultimate thing is stronger, Ultimate cap is stronger.
I think that Ultimate Hulk have a higher base strength, but 616 Hulk can be stronger if he is mad enough
He has a base strength of 50 tons while 616 has 100 tons, His Skin is More durable than 616's and is durable enough to break something like an adamantium needle, HIs fighting is much more grittier than 616 Grey Hulk, and makes grey hulk's fights look like a walk through the park. He is also a Cannibal and eats human Flesh. Also his Strength increases with anger

No it doesn't necessarily mean that, Grey Hulk's a Level seven and he's only 70 tons base strength, It mean that their strength can rise.

Further more, 50 tons doesn't really mean 50 tons; "It should be noted that these values are strictly there for officially comparing different characters in relation to each other, and not remotely to be taken literally. For example, certain characters who have been listed at "95" or "100" tons at some point have demonstrated a planetary level of strength, and even Spider-Man has moved thousands of tonnes on occasion."
It doesn't provide a source, but it doesn't make sense otherwise. For example, Carol Danvers is listed at 70 tons, but can support buildings.
Ultimate Hulk has destroyed skyscrapers and caused magnitude 8.9 earthquakes, which capable of destroying mountains.
By feats though, he's still far weaker than Earth-616 Hulk. He's created worldwide earthquakes numerous times.

Eh, Doc Green literally punched him from San Francisco to Alcatraz, so wile the fight didn't end it was obvious who was the stronger of the 2.

Yeah that's what I was thinking too. Nick Fury even says "if Hulk crashed the prison himself, that makes sense. But if someone threw him in there, then we've got a bigger problem."
I'm paraphrasing but you get the idea.

Similar fights like that have happened with Hulk and Thing in the past, doesn't mean they are close to one another. I mean for one the Ultimate Hulk doesn't get stronger the angrier he gets, so by definition he can't be anywhere near as strong as regular Hulk, which i guess is why he almost matched someone like Doc Green who doesn't really get angry.
