Well Ross isn't a true villain because of his motivations. His vendetta with the Hulk started well before he met Bruce; the loss of Ross' wife Karen devastated him and he internalized everything. When Bruce came along and flirted with Betty, Ross didn't see him trying to date his daughter, but rather falling in love with someone he lost.
Also, Ross becalm intoxicated by power. He wanted the power h saw the Hulk have, because he felt he deserved it for all the pain he suffered through. He was jealous of Bruce, and that built into his obsession.
When Betty died, Ross lost everything and tried killing himself multiple times. Until MODOK and Leader convinced him to become the Red Hulk. But as Rulk, all the pain Ross felt magnified and became apparent, which is most likely why he was so hard to control in his premiere saga.
