Anyone know the answer to this? The old Marvel guides used to say around 100 tons when calm, but clearly its a lot more than this and since Planet Hulk, his baseline strength level is said to have increased considerably.

It must be immensely high given that in a calm state, in the classic Tales to Astonish, he resisted the Stranger's power when the villain applied enough force to change the orbit of planets on the Hulk.

Does hulk have a calm state, and if so, has it ever been truly tested.

I wouldn't say he has a definite 'calm' state of mind. But I do think that 99.9% of the time he's stronger than someone like thor or superman regardless of him being angry or not. even writers back that view point to be honest.

was he calm when he held 150 billion tons on his back in secret wars? iirc in a different comic they showed that spider-man was trying to make hulk mad so he would get stronger at that time .

He wasn't normal savage Hulk, that was a Banner-Hulk incarnation which is significantly weaker and struggles to actually get angry in the first place. You can read more about it in the context files thread.
