    Has this happened in a hulk comic during a fight ? Or is it just his strength doesn't increase as much and as fast as people like to think. Only increase I remember is with world war hulk

    Hulk can be shut down before getting strong enough.  The most notable recent example is when Red Hulk drained him into being Banner seemingly permanently.  Red Hulk was holding Hulk in a bear hug while doing it.  If the anger -> strength thing was absolute, without limit, and with instant acceleration, Hulk would have broke the bear hug and not been drained.
