Herbert Wyndham is a geneticist from the 1930s who became obsessed with further evolution experiments which he used on himself. Depending on what he hopes to gain from whatever his current experiments are, he has been a force for the greater good, and for his own dark purposes.
He apparently have vast mental powers - telepathy, TK, transmuation of elements, energy manipulation. He has battled Galactus before but is clearely below Galactus's power level. In some apparances this is the case, in others he is portrayed as a lot weaker.

He's not a mutant, just a highly evolved human. His power level is perhaps at the same level as the Sphinx, Magneto and Apocalypse. VERY powerful, but not quite at the level of the Elders of the Universe or the Heralds of Galactus. Very powerful, but NOT QUITE in the range of the various low-level cosmic entities.
Still, power is secondary to intellect, and I've always felt that the High Evoloutionary and Immortus were the two smartest non-cosmic humans in the Marvel Universe. Smarter than Kang, Doom, the Mad Thinker or even Reed Richards.

Ah, that's the problem with craracters like this. In one isse the High-E's crushing cosmic-level powers underfoot, in another he's getting into fist fights with the Hulk. It all depends on the writer, doesn't it?
Marvel could use some consistency in writing for him. I know his power level changes with his current level of evolution, but getting beaten by Mr Sinister? Lame...
