Maybe, in a non-canon issue that came with an action figure.

He-Man's a fine character, but not the strongest man in the universe.

Yeah, Mattel did call him "the most powerful man in the universe."  Pretty good marketing slogan, huh?  Battling Superman and being shown to rival his strength was more marketing savvy. 
 
Still if billing is all that's required, Herc's "the god of strength."  Most powerful man vs. god of strength.  powerful man  vs god strength.  man vs. god.  Hercules is stronger. 
Hell, He-Man being billed as the "most powerful man in the universe" doesn't even mean he's strong.  Power isn't  exclusive to strength.  Power is the ability to influence things. The President of the United States is often referred to as "the most powerful man on earth," yet know one thinks he's "the strongest man on Earth."  In a physical sense, power is strength multiplied by speed.  If that's what He-Man's formula for power is then it still doesn't prove he's the strongest man in the universe or that he's stronger than Hercules.  Hercules is the definition of strength.  He's the standard that all heroes since ancient Greece have been measured against. 
 
Ironically, Hercules is also more commonly billed as the "Prince of Power."  Hmm.

Now here's a great example of the scale and scope of Hercules' current power-level.  He's become so powerful that he's dwarfing planets as he engages the Chaos King.

Sorry for the late response, I've been very busy with the holidays and a newborn daughter. 
 
Vali Halfling, the son of Loki (a.k.a. Agamemnon of the Pantheon), had deduced that by combining the various things that make the gods powerful and immortal; full, All-powerful and undeniable godhood would be achieved.  The things needed for combining were:  Olympian Ambrosia, Asgardian Apples of Idunn, Egyptian Spells from the Book of Thoth and the sacred Hindu Moon-Cup of Dhanvantari.   
 
Amadeus Cho was able to make this combination and ingest it (all of this was explained and happened in the recent Prince of Power min-series starring Cho).  After ingesting this combination, Cho became All-powerful, but he immediately knew that he lacked the completeness and serenity of spirit to handle this new-found power and so, determining Hercules was the proper recepacle, gave the power to the Lion of Olympus.   Thus, Hercules became the all-powerful and omniscient 'God of Gods.'   
 
Hercules has since demonstrated power said to be above Sky-Father level and his power is increased even further by Gaea (right before she dies) to combat the Chaos King.

I'm not sure if Chaos War is really the best thing to use in a respect threat. Yes, Hercules was the most powerful ever and as long as that power-up is noted it is impressive, but he is such a buffoon through out it that anyone trying to use it to claim he is somehow better than other gods I think fails. In a way what makes it worse is ever power-up was handed to him and he had to be guided every step of the way to victory.

You've got a point, but he did indeed first save the multiverse from the Chaos King and then repair it at the cost of not only his God of Gods Sky-father power but almost all of his base-level godly might as well. That's a very selfless and heroic thing to do. Thus, imo, it's worthy of respect and bears mentioning in this thread.

I agree about the selflessness part being worthy of respect. That is about the only thing from Chaos War I consider really worth mentioning for a Hercules respect thread. One thing I cannot help but wonder...if Hercules had waited to heal like Athena wanted could he have resort the multiverse to the way it was without losing all of his powers? I know Athena wanted him to create a new universe, but was that just what she wanted or would it be the only thing possible by the time Herc recovered?

@seekquaze: I've wondered the same thing, but knowing now that the powers-that-be at Marvel planned on doing a new series featuring a de-powered Hercules makes the question moot because it was a forgone conclusion he was going to lose his powers. Still, I like to think if Hercules had heeded Athena's advice and waited a while to recover he would have been then been able to save/restore what was left of the multiverse or create a whole new one (one exactly like the one that was destroyed, in all probability - not the one Athena intended). Either way the multiverse is saved, is the same and returns to normal. That's what I think, anyway.

@PowerHerc: Just to continue that line of thought, why do you think Athena thought Hercules would make some sort of ultimate all-father? We've discussed elsewhere about he he lacks the maturity for such a position. He line of thinking cannot comprehend of the type reality Athena I think wanted. Herc even things he ressurected Kyknos for an adversary. Did Athena just see Herc as some sort of puppet ruler? I don't know. Athena's whole behavior in Chaos War along including her coming out of nowhere after Herc thought he had killed her just spoke of poor writing to me. Maybe I'm trying to look for answers where there are none.

@seekquaze: I think Athena did see Hercules as someone she'd be able to manipulate and control. The way she was written throughout most of "Incredible Hercules" was really good, imo, but I think you're right; she was poorly written during Chaos War. I did think it was a surprising twist when she betrayed Herc but I wish they hadn't done that. I liked her as the wise/smart older sister to Herc's good-natured brawling roustabout.

I will admit I didn't like Chaos War but it was nice to see Hercules get a larger roll in the MU. I thought Incredible Herc was amazing and think they need to bring him back to that. I also enjoyed him in the Avengers when he was a member. His lighthearted demeanor and antics make him an great character especially when everyone in marvel is to serious.
