1. Silver Surfer (current power level)
2. Morg (original with well of life, drop below Fallen One without)
3. Fallen One
4. Terrax
5. Firelord
6. Stardust
7. Nova
8. Red Shift
9. Air-Walker
After dipping himself in the well of life, Morg was a monster. Even after he was depowered by Galactus, he put up a good fight with all the other heralds, including killing Nova. When he was resurrected, he was not given as much Power Cosmic, but still extremely powerful.
Terrax hasn't been portrayed as well as he used to be lately. I don't think Firelord could handle Terrax. I love Firelord, but Terrax isn't getting his butt handed to him by Spider-Man, CIS or not.
Stardust is hardly a match for the Surfer, but Firelord has shown to be somewhat of a challenge for him. I give Firelord the edge over Stardust. The only thing Stardust has over Firelord (and any herald) is the ability to simply reform after being destroyed.
Nova was never used to her full potential. Her most incredible feat was destroying a star to create a black hole. She is the only other herald trained by the Silver Surfer to use her power. She was mainly written as a love interest for the Surfer (in his own book) and therefore was made the rookie and the damsel in distress. I give her the edge over Red Shift and Air-Walker.
I really haven't read too much about Red Shift but by reading his bio and seeing what other people say, this is where I place him.
Air-Walker is not that powerful as far as heralds are concerned. I mean, seriously, he's been killed four times.

Morg (Don't think morg was all that powerful at original levels. just ruthless)

Read Annihilation. Surfer is easily the toughest. He defeated Tenebrous and Aegis (two of Galactus' Kin).What has the fallen one Really done? does he have a another good comic? And how is the surfer so high, on everyones list, Doom has taken his powers a couple times.
I'm not saying he isn't smart, but smart dosen't make someone Tough. I'd put Morg, or Terrax at top, maybe Fallen one, but that is because I thought he was cool And I do like the FireLord. Air-walker at bottom, Stardust, Nova, and Red shift.
Surfer at the bottom in the top 5
